General flow

Each service follows the same pattern: 
1. Get billers      →  Fetch available providers/billers
2. Validate         →  Verify the customer account/meter number
3. Purchase/Fund    →  Complete the transaction
All VAS endpoints require both x-api-key and x-signature-key headers.
